Heading 3916: profiles not further worked
Heading 3916 covers monofilament over 1 mm, rods, sticks and profile shapes of plastics, whether or not surface-worked but not otherwise worked. Two points matter for pultruded products. First, a glass-fiber reinforced polyester, vinyl ester, epoxy or polyurethane section is a plastic for tariff purposes; the glass content does not move it to the glass-fiber chapter. Second, surface working such as painting, sanding or cutting to length does not take a profile out of the heading. US Customs confirmed both in ruling N357163, which kept a hollow GFRP profile from China that was cut to length and painted in heading 3916.
| Product as entered | HTSUS | General rate | Ruling |
|---|---|---|---|
| Pultruded GFRP profile, cut to length, not further worked | 3916.90.5000 | 5.8% ad valorem | N353644 (2025) |
| Hollow GFRP profile from China, cut to length and painted | 3916.90.5000 | 5.8% ad valorem | N357163 (2026) |
| Same pultruded strut with punched slots | 3925.90.0000 (builders' ware) | 5.3% ad valorem | N353644 (2025) |
The general rate is not the whole duty. Goods of Chinese origin have carried additional Chapter 99 duties since 2018, and later actions have added to them. Ruling N357163 itself notes that such duties may apply. Ask the broker for the full duty stack on the day of entry, and quote landed cost with that stack, not with the general rate alone.
When the code changes: worked profiles, grating, ladders
Punching, drilling, notching or assembling turns a profile into an article, and the article is classified by what it has become. In N353644 the same strut profile moved from 3916.90 to 3925.90, builders' ware of plastics, once slots were punched into it. Grating panels, ladders, handrail kits and cable tray assemblies follow the same logic: they are no longer profile shapes but articles, and they land in 3925 (builders' ware), 3926 (other articles of plastics) or a heading specific to the article, depending on form and use. Heading 3926 is residual; it applies only when the article is not specified elsewhere, which is why the rulings examine 3916 and 3925 first.
| Product | Usual heading | What decides it |
|---|---|---|
| Angle, channel, I-beam, tube, rod, flat strip, cut to length | 3916.90 | Not worked beyond cutting and surface finishing |
| Profile with punched holes, slots or notches | 3925.90 or 3926.90 | Worked into an article; use decides builders' ware versus other |
| Molded or pultruded grating panel | 3925.90 or 3926.90 | A floor or walkway article, not a profile; confirm by ruling |
| GFRP rebar, straight bars | 3916.90 is the candidate heading | A round plastic rod; no published US ruling found in our search, so request one |
| GFRP rebar, bent shapes | To be ruled | Worked after forming; confirm with the broker |
| Window profile sets for fabrication | 3916.90 | Profiles not assembled; assembled windows move to 3925.20 |
| Finished FRP windows and doors | 3925.20 | Doors, windows and their frames of plastics |
EU Combined Nomenclature: 3916 90 splits by resin
The EU keeps the six-digit heading 3916 90 and then splits it by polymer chemistry at eight digits. Subheading 3916 90 10 covers profiles of condensation or rearrangement polymerisation products, 3916 90 50 covers addition polymerisation products, and 3916 90 90 is the residual line. Unsaturated polyester, vinyl ester, epoxy and polyurethane resins are condensation or rearrangement products, so pultruded profiles in those resins are usually declared under 3916 90 10; a profile in a polyolefin or acrylic matrix would fall under 3916 90 50. The third-country duty for the heading is listed in TARIC; confirm the rate and any trade-defence measure on the day of entry, and consider a binding tariff information decision for a recurring product.
What to settle with the broker before shipping
- Describe the goods as they are entered: material system, process, cross-section, length, and every operation after pultrusion (cutting, painting, punching, assembly).
- Decide profile versus article for each line on the packing list; mixed shipments need separate lines.
- Request the full duty stack for the origin and the date, including additional duties beyond the general rate.
- For a product you will import repeatedly, apply for a binding ruling: CBP in the United States, BTI in the European Union.
- Put the agreed HS code on the commercial invoice and packing list, and keep the ruling with the entry file.
How pultrx documents shipments
pultrx issues the commercial invoice, packing list and certificate of origin as seller and exporter of record, with the product description written to match the classification the buyer's broker has chosen. Where the buyer has no ruling, pultrx describes the goods by material, process and post-pultrusion operations so that the broker can classify them, and declares the six-digit heading the published rulings support. The importer remains responsible for the entry and the duty, and the broker's classification governs.

Questions buyers ask
- What is the HS code for pultruded FRP profiles?
- Heading 3916, rods, sticks and profile shapes of plastics. In the United States, CBP rulings place unworked glass-fiber pultruded profiles in 3916.90.5000 at a 5.8 percent general rate; in the EU the equivalent lines are 3916 90 10, 50 or 90 depending on the resin.
- What is the HS code for fiberglass grating?
- A grating panel is an article, not a profile, so it falls outside 3916. Candidates are 3925.90 (builders' ware) and 3926.90 (other articles of plastics). Confirm with a ruling for your panel type.
- What is the HS code for GFRP rebar?
- Straight GFRP bars are round plastic rods and heading 3916.90 is the candidate. No published US ruling specific to GFRP rebar was found in our search, so request a binding ruling before relying on a rate.
- Does painting or cutting to length change the code?
- No. Heading 3916 allows surface working and cutting to length. Punching, drilling, notching or assembly does change it, as CBP ruling N353644 shows.
- Is the 5.8 percent rate the total duty on profiles from China?
- No. Additional Chapter 99 duties on Chinese-origin goods apply on top of the general rate. Ask the broker for the full stack on the entry date.
- What is the HS code for FRP windows and doors?
- Finished plastic windows, doors and their frames fall under 3925.20. Unassembled profile sets for a fabricator stay in 3916.90.
